Paul is a seasoned business and technology executive with over 30 years of diversified technology and healthcare business experience including government business development and contracting with his own SBA 8(a) graduated firm. With over 25 years in the Federal and State Government contracting, he has been instrumental in capturing and successfully managing several major engagements with the DOD including Department of Army, Air Force, Veteran Administration (VA), and Department of Labor (DOL) just to name a few.

He founded SourceNet Global, a global healthcare technology-process sourcing firm early 2000 and has been instrumental for the strategic business initiatives globally for the company. His vision to build health and wellness focused clinical support services organization has led to formation of Cobalt Health & Wellness Business Unit under the SourceNet Global umbrella. He has been primarily responsible for building a global network of strategic technology and clinical services, including global Digital Health delivery partners. COBALT intends to fully deploy Telehealth Technology to significantly improve workflow efficiencies, cost and quality of healthcare delivery. 

Dr. Gerald E. Meltzer brings diversified medical, healthcare technology and business process expertise as a Medical Director to Telemed Global. Dr. Meltzer is a physician executive with demonstrated strengths in medical information systems, managed care, medical management including developing and evaluating clinical decision support systems, workflow management, outcome measurement and quality improvement.

He is Board Certified by the American Board of Ophthalmology and received his medical degree from Washington University School of Medicine in St. Louis. He has had a long and successful career and has been in healthcare professional practice and technology consulting for over 40 years.

Dr. Dickinson exercise physiologists with over ten years of post-fellowship and over 50 research publications, provides strategic consulting to COBALT for the Human Performance Research related programs. Dr. Dickinson  was instrumental in successfully launching the Human Performance Research program at the Luke, AFB during the initial phase on behalf of COBALT. As well recognized researcher and educator his professional background includes IRB-approved human performance research, clinical studies, and grant writing.  His extensive professional experience in collaboration with the academic and scientific communities has focused on performance data modeling and analysis. 

Human Performance Optimization Program Director

Dr. Easterly, currently assigned to the 138^th Fighter Wing Optimizing Human Weapons System (OHWS) is providing subject matter expert consulting for COBALT. Professionally, his blended Physical Therapy and Athematic Training working with the OHWS Program Team has contributed in significant improvement of the fighter jet pilots overall fitness and readiness. 

Michael Cox brings over 30 years of professional human performance program experience at NCAA,  Division 1 to COBALT. He holds MA degree in  Kinesiology from San Jose State University.  As a Strength & Conditioning professional he has worked with almost 50 Championship teams, including two national championships, and an international gold medal winning team.

 

In his capacity working for the US military, he built and developed the programs for the 308th Para Rescue Squadron and the OKANG 138th F16 Fighter Wings and has authored two courses for the University of Texas San Antonio Kinesiology Dept. He has been a speaker at multiple NCAA YES Clinics and a speaker at the National Football Foundation & College Hall of Fam.

Dr. Jack Garden holds a doctoral degree (PsyD) in clinical psychology from the Chicago School of Professional Psychology. He has been licensed as a psychologist since 1997, and currently holds licenses in Arizona and Missouri. At Phoenix Job Corps Center Dr. Garden serves as their Center Mental Health Consultant (CMHC) on behalf of TeleMed Global. In his twenty years as a licensed psychologist, Dr. Garden has worked in schools, prisons, residential treatment centers, community mental health centers, and private practice clinics. Besides being grateful to be able to provide psychological services for the community, Dr. Garden very much enjoys his family, his guitars and band-mates, and hiking.

Mr. Kaplan leads Integrated Mind-Body Wellness and Transformational Leadership training programs for COBALT.  He is a recognized expert in the integrated fields of Human Performance Psychology, wellness, and organizational leadership and success. 

Seth has extensive applied experience working with diverse clients and organizations including Naval Air Systems Command, Army Special Forces, Baltimore Orioles, and Duke University. He holds a post-graduate Certificate of Academic Excellence at the U.S. Military Academy at West Point in NY.

Dr. Indira Desai with over 20 years of clinical administration and management experience consults and supports clinical service operation of the COBALT Health & Wellness programs. Dr. Desai is a highly qualified clinical professional with 3 master’s degrees and a Doctoral degree. She is primarily responsible for clinical staffing, screening, credentialing, and management of healthcare professionals for COBALT. Her other responsibilities include direct care and management of Health, Nutrition, Rehabilitation and Hospice Care in Skilled Care Facilities.



As Executive Administrator and acting Director of Finance & Operations, Jessica ensures the smooth operation and efficient handling of business financials and operation, including payroll and human resource management. With over 15 years of diversified experience in business administration, often in fast-paced environments, she brings a wealth of robust business administration knowledge and is a strategic thought partner. She has developed a robust contract and financial management reporting system that ensures the timely payroll processing, invoicing and business cash flow. Jessica is also instrumental in collaborating Company accounting and bookkeeping functions with our outsourced Accounting and Tax Consulting local firm and maintaining the COBALT Policies and Procedures Manual.

Elvi has over 25 years of experience in multi-disciplinary Graphic Design and branding focusing on the medical industry. She has developed creative communications by maintaining a high standard of craftsmanship in print design, web design, branding, copywriting/marketing, photography, and video. Elvi designs across the new media market, integrating and combining traditional print-based communication systems with new digital technologies
